Pair your donations. 
Make sure to tie shoelaces together on shoes, or rubber band shoes together. 
For socks, roll them in each other. 
Bag and label other sets of items. If I took a tag off and I know what the size was, I like to permanent marker the size in the neck or waistband of shirts and pants. 
I don’t know if anyone’s going to want these boots or if they’re going to be recycled. Shoes don’t last forever, the materials start to degrade and break down because it’s plastic and vinyl and whatever so they may end up in the trash . If you are stockpiling shoes that you don’t wear, I highly encourage you to go ahead and put them out into the world so that people can use and appreciate them now.
